At least one independent portal instead reports a Costa Rica licence under a company called Luxinero Group - a different jurisdiction and a different name entirely. Separately, other portals cite PAGCOR (Philippines) or Anjouan as the regulator, and one portal reported finding no licensing information at all.
That's four jurisdictions and two operator names attached to one brand, across sources that are each independently credible on their own. We can't resolve which, if any, is currently accurate, and we're not going to pretend otherwise by quoting whichever one sounds most official.
